Leaders and representatives of cooperatives members of the URAKS, Stavropol Association of Credit Unions and Volgograd Association of Credit Consumer Cooperatives organized an interregional seminar to consider the topic Bringing Activities of Credit Cooperatives in Compliance with the New Legislation.
The seminar was held on the premises of Soyuz Bankovskikh Sluzhachshikh credit consumer society in the city of Volgodonsk, Rostov Oblast.
In Volgodonsk four of the six Rostov Oblast consumer credit cooperatives of citizens are located. All the other 55 credit cooperatives that operate in the territory are rural. Thus, an idea emerged to hold the out-of-the-spot seminar in a place where consumer credit cooperatives of citizens have been working for a long time and gained substantial experience to share. Besides, it is always good to gather in a tight circle (25 persons all in all were present) of those non rural cooperatives whom the new law touches directly.
The agenda included discussion of the results 2009 and plans for 2010.
Anatoly Kadrov, the NAMMS vice-president and the NU executive manager, reported on the results of the general meeting of NAMMS members held February8, 2010 in Moscow. He also reported on the stages of creation of the unified self regulating organization for credit cooperatives that is supposed to consolidate cooperatives members of the Credit Unions League, Russian Microfinance Centre and National Union, as well as other cooperatives that will express their wish to join it.
At the round table discussion the priority directions of activities of the NAMMS and NU for 2010 were discussed as well as ways of collaboration between the Credit Unions League and NU in delivery of services to the future SRO members.
Representatives of regional associations shared their experience in functioning of credit cooperatives.
The speakers and participants of discussions marked several priority directions that require special attention:
- Popularizing positive image of credit consumer cooperatives on federal, regional and lower levels
- Collaboration with the NAMMS in lobbying changes to taxation bills for credit cooperatives with further implementation in credit cooperatives unified and understandable accounting mode that would be the starting point for calculation of normative indicators and compliance with the requirements of the new legislation.
